A General Overview of the Trade

Permanent Cosmetics, also known as micro pigmentation, derma graphics, and make-up tattooing, is the application of pigments into the dermis, performed in asceptic technique, via sterile, disposable needles with the intent to aesthetically improve the appearance of the face or body with procedures such as lash enhancement, eyeliner, lip liner, full lip color, eyebrows and, para medically, with scar modification/camouflage and/or creation of an areola post-breast reconstructive surgery.  Discomfort is minimized with the use of topical anesthetic of 5% lidocaine applied before and during the procedure. 

Pigments used are made of iron oxides suspended in a vehicle of glycerin or distilled water and alcohol, and are provided in warm, cool and neutral palettes ranging from platinum lights to rich darks in shades that mimic nature’s own tertiary colors appropriate for complimenting any skin and its undertones.  The SPCP requires that all pigment and anesthetic companies who advertise as vendors at the conventions and conferences, use only FDA approved materials/ingredients and factory production guidelines in the manufacture and distribution of their products.

Consultations are a crucial component to the permanent cosmetics process.  It is a time for client and technician to get to know each other, while questions are asked and answered, and details about the procedure are discussed at length to ensure the most positive results.  Legal forms such as Medical History, Consent to Procedure, and others, must be filled out by the client, after which a prospective client’s eligibility for permanent cosmetics procedure will be determined.  Pre and Post Care forms will be given to the client to take home for easy referral.

Though the act of tattooing facial makeup dates back centuries in many cultures across the globe, the modern and regulated version is relatively new, with the sudden development of industry specific certification training, licensing and insurance brokering, equipment, supplies and pigments, aimed directly toward this application of the tattoing arts/science, just within the last two decades.

A major development was the establishment of the Society of Permanent Cosmetics in 1990, now the largest, non-profit organization leading the advancement of the industry through educating its members with the most current and accurate news and instruction, vigilently scrutinizing all sources of information circulating throughout the world of permanent cosmetics by qualifying claims and dispelling myths. About Your Certified Permanent Cosmetics Professional

Hello and thank you for your interest in permanent cosmetics.  My name is Cynthia J. Pendery and I am a licensed and certified permanent cosmetics professional (CPCP). 

My certification and ongoing education in permanent cosmetics include the following to date:

  • 2003: Formal training and certification in Permanent Cosmetics at The American Institute of Education in Long beach, CA.
  • 2003-Present: SPCP Member in Excellent Standing.
  • 2005: OSHA Bloodborne Pathogens Standards Class by David Vidra, RN.
  • 2005: Attendance at the 14th Annual SPCP Convention in San Diego, CA-- completing 19 hours of continuing education credits.
  • 2006: Completion of the CPCP examination(Certified Permanent Cosmetics Professional) administered by the SPCP.
  • 2006: Attendance at the 15th Annual SPCP Convention in Savannah, GA--completing 13.5 hours of continuing education credits.
  • 2007: Attendance at the 16th Annual SPCP Convention--completing 21 hours of continuing education credits.
  • 2007: OSHA Bloodborne Pathogens Standard and Principles of Infection Control class by David Vidra, RN, CLPN, MA.
  • 2008: Novalash Extensionist Certification
  • 2009: Association of Professional Piercers Convention in Las Vegas, Nevada, continuing education in the industry with emphasis in piercing.

Experience

I have since owned and operated Paradise Permanent Cosmetics on Skyway in Paradise, CA as well as Permanent Cosmetics of Chico, CA on W. 2nd Ave, and now, Everlasting Beauty, LLC in Chico at 2101 Forest ave, Ste. 100.  I have doctors' references and have performed hundreds of procedures. 

In addition, I am a member of the SPCP, the most dominant force in the permanent cosmetics industry today, serving as the leading representative in the legislative forefront, governing the trade of permanent cosmetic tattooing as well as providing, for its members and the public at large, an advisory board comprised of experts in the field, including a panel of doctors, nurses and attorneys. 

Members of the Society are held to the highest standards of excellence, a code of ethics, and are required to attend annual continuing education courses for the latest in technique, medical and legal issues, technology, equipment and industry specific supplies.  They are also to maintain current

  • Certification in the bi-annual OSHA Bloodborne Pathogens Standards lecture and test, as well as the
  • CPCP: Certified Permanent Cosmetic Professionals exam, and finally, must provide proof of liability insurance. 

A Medical Dilettante

Before entering the field of permanent cosmetics, I completed all prerequisite courses for acceptance into the Butte College LVN program which include

Once accepted in the LVN program, I studied the first semester curriculum which included

  • Posology (the measurement conversions/equations for preparing, charting and administering medicines; injectable and oral liquids, powders, pills and topicals in accordance to body weight and age)

  • Nurse's Assessment and Diagnosing I
  • Medical Charting
  • Surgical Assistance
  • Patient Hygeine and Wound Care
  • Post Surgical Care
  • completing concurrent Clinic hours at Oroville Hospital, in addition to eight months as a doctor's assistant, labtech, as well as helping in the medical office, under the tutelage and employ of my uncle, Dr. Harry H. Pendery, who owned and operated a private practice in Paradise, CA for over 30 years.

A Student of Art

Coming to the difficult decision to leave the medical field, I changed my major to art and completed Color Theory, Perspective, Three-Dimensional Design, Art History I & II, Art Appreciation, Basic, Intermediate and Advanced Drawing, Oil and Acrylic Painting, and Sculpture, as well. 

At the same time, I owned and operated a decorative painting company called The Fauxcal Point, (pronounced -cal) specializing in faux finishes and murals.  In addition, I performed as a live portrait artist, hired to entertain at parties and other festivities.  I also had booths drawing portraits at the Chico Thursday Night Farmer's Market, as well as the Chico Mall.

It was around this time that I wanted permanent lip liner to correct some asymmetry from scarring, and was so pleased with and thankful for the procedure I got, that I was inspired to become trained in the field, myself!
